section of the Campaign Contributions and Expenditure Reporting Act, N.J.S.A.
19:44A-20.14, provides that a business entity is disqualified from the award of
a state contract if the
firm has made a political contribution within the eighteen-month period
immediately preceding the "commencement of negotiations." In the
context of publicly-bid contracts, we construe the term "commencement of
negotiations" to be the date the bid was submitted. 05-15-12
